Your first steps in a Mission should be automatic: group all your agents, and take the long range rifle. This way you have the best view to get a first look at the city.
I changed the suits of my agents into green as it distinguishes them more from the others.
Don't be ashamed to use the B button if necessary. I know you don't see any of the beautiful buildings this way, but this game is about surviving, isn't it?
