Function            DESQstart - start (unFreeze) a task

  Syntax              void DESQstart(unsigned segment);

  Prototype in        multihk.h

  Remarks             DESQstart() will continue the task given the
                      segment of its object handle. This is equivalent to
                      unFreezing a program.

  Return value        nothing.
