Desc:  fill the active video page with pixels of the current color (graphics
     modes) or the block character DBh with the current character
     attributes (text modes)

Note:  For FGDRIVER v1.10, this function was "FG_SETCLIP" (see AX=008Ch);
     "FG_FILLPAGE" did not exist yet
