   CX = vertical semi-axis length in screen space units

Notes: For FGDRIVER v1.10, this function was "FG_MOVEREL" (see AX=0069h);
     "FG_ELLIPSE" was AX=002Dh
   This call is ignored in text modes
   The ellipse is centered at the current graphics cursor position
