The ToString method converts a specified UInt16 to a String in base 10 with no extra padding.
If this instance is negative, the first charter in the string returned will be a minus sign ("-"). No sign character is returned if the number is not negative. The rest of the string returned is made up of characters representing the magnitude of the current instance, not to include leading zero characters ("0").
The following characters are allowable digits: 0, 1, 2, 3, 4, 5, 6, 7, 8, and 9.
The output from ToString should be consumable by FromString.
