true if the character is a title case character, otherwise false.
A title case character is a concept that applies to only 4-characters in the Unicode specification. This has to do with the mapping of some Cyrillic/Serbian characters of the Latin alphabet. (See CultureInfo
.) For example, the Cyrillic character LJ looks just like 'L' and 'J' in the Latin alphabet. However, when used in a book title, the capitalized form is 'Lj', not 'LJ'.
