The ToString method uses the base-10 representation of this UInt32 and adds no extra padding.
If this instance is negative, the first character in the string returned will be a minus sign ("-"). No sign character is returned if the number is non-negative. The rest of the string returned is made up of characters representing the magnitude of this instance, not to include leading zero characters ("0").
The following characters are allowable digits: 0, 1, 2, 3, 4, 5, 6, 7, 8, and 9.
The output from ToString should be consumable by FromString.
