About the authors: Elizabeth Kemf, Species Conservation Coordinator for WWF International, was the WWf representative to the International Whaling Commision from 1982 to 1991. She has worked on whale and dolphin conservation issues since 1974 and has participated in WWF's non-leathal benign whale research in the Indian and Pacific Oceans.
Cassandra Phillips, Anartic and Cetacean Officer for WWF International, has been WWF representative to the International Whaling Commission since 1992, and was a member of the UK delegation to the IWC from 1984 to 1991. She has visited the Antarctic twice as an environmental observer at the invitation of the British Antarctic Survey.
