ABSTRACT:
The Cost of Pollution: A Survey of Valuation Methods and their Uses for Policy

Two factors contribute to the problem of pollution. One is the lack of information on the economic costs of pollution. The other is the lack of institutions to make polluters pay for identified pollution costs. This report provides a survey of different methods for estimating the costs of pollution. It is designed to facilitate the efforts of many groups to quantify and publicize economic costs of pollution. It is also intended to assist public institutions in their implementation of the "polluter-pays" principle.
