This error is the result of a phone line that is not properly connected to your computer, or not connected at all. Or someone else may be using the phone and you do not have a second phone line.

1. If you use a modem |

Make sure the phone line is not in use for a different device (for instance a regular phone or a fax).
Or
Check your phone line (connect a phone to the line that is usually connected to your modem and make sure a proper, noiseless dial tone is present).
Or
If a dial tone can be detected on the phone, make sure the line is connected to the proper jack of your modem. Most modems use two jackets, one called line and one called phone.
The phone line must be connected to the line jacket. You may want to plug a second phone line in the phone jacket. If the error keeps occurring, please contact your modem supplier.

2. If you use ISDN |
Since ISDN always provides you with two lines, the phone line should be free and not in use for other devices. Check the connection of the ISDN line, both at the end that is connected to the pc as at the one connected to the ISDN adapter.
