Typically when the Graphic Equalizer window opens, the equalizer will be set to the Default setting which means all levels will be equal. If you click the button next to Default, you can switch between the equalizer presets. The Custom preset allows you to adjust the equalizer to where you like it, and then click the preset button again to save your settings. When you come back to the Custom preset, the levels will be set as you saved them.
