  12.      The Radio officers said that their programs suceeded because:
  13.      1. It is clearly established that the county official is in
  14. charge -- not an outside organization.
  15.      2. They train in and perform some duties other than two-way radio
  16. because that is what is needed by and useful to the local government.
  17.      3. The radio officer is accepted as regular staff and attends
  18. staff meetings, goes to the agency office regularly, and actively
  19. seeks new and expanded ways in which the volunteers can serve the
  20. agency and local government. In other words, the RACES (or by whatever
  21. name) is not a declared disaster-only operation. Unfortunately, that
  22. last interpretation of the RACES is still widely misunderstood and
  23. propagated by those with a different agenda.
  24.      A few reported that their packet bulletin board did not carry the
  25. RACES Bulletins and that the reason was unknown. I suggested they
  26. contact their BBS sysop to work backward through the delivery system
  27. to identify the drop out. The RACES Bulletins are by and for all
  28. communications volunteers in government service --- and not just hams,
  29. either.

  31.      Some disaster management officials with whom I spoke said they
  32. have a fine RACES group but never heard of and saw the RACES
  33. Bulletins. I pointed out that the RACES Bulletins are addressed to the
  34. official and not the messenger (recipient station). If the official
  35. claims to have a fine group but isn't getting the mail because it's
  36. not being forwarded -- well, there seems to be a problem with the
  37. messenger, does it not?
