  2.                                  ARTICLE IV

  4. Section 1.    Full faith and credit shall be given in each State to
  5.               the public act, records, and judicial proceedings of
  6.               every other State.  And the Congress may, by general
  7.               laws, prescribe the manner in which such acts,
  8.               records, and proceedings shall be proved, and the
  9.               effect thereof.

  11. Section 2.    The citizens of each State shall be entitled to all
  12.               privileges and immunities of citizens in the several
  13.               States.
  14.           
  15.               A person charged in any State with treason, felony,
  16.               or other crime, who shall flee from justice, and be
  17.               found in another State, shall, on demand of the
  18.               executive authority of the State from which he fled,
  19.               be delivered up, to be removed to the State having
  20.               jurisdiction of the crime.
  21.  
  22.               No person held to service or labor in one State,
  23.               under the laws thereof, escaping into another, shall,
  24.               in consequence of any law or regulation therein, be
  25.               discharged from such service or labor, but shall be
  26.               delivered up on claim of the party to whom such
  27.               service or labor may be due.

  29. Section 3.    New States may be admitted by the Congress into this
  30.               Union; but no new State shall be formed or erected
  31.               within the jurisdiction of any other State, nor any
  32.               State be formed by the junction of two or more
  33.               States, or parts of States, without the consent of
  34.               the legislatures of the States concerned as well as
  35.               of the Congress.

  37.               The Congress shall have power to dispose of and make
  38.               all needful rules and regulations respecting the
  39.               territory or other property belonging to the United
  40.               States; and nothing in this Constitution shall be so
  41.               construed as to prejudice any claims of the United
  42.               States, or of any particular State.

  44. Section 4.    The United States shall guarantee to every State in
  45.               this Union a republican form of government, and shall
  46.               protect each of them against invasion; and on
  47.               application of the legislature, or of the executive
  48.               (when the legislature cannot be convened), against
  49.               domestic violence.
