  4. To quiet obstreperous Deputies, Yeltsin triggers a referendum

  7.     First he tried persuasion. Then he offered compromise. When
  8. that didn't work, Boris Yeltsin declared war. And that finally
  9. led to compromise. After eight days of haggling with Russia's
  10. supreme legislature, Russia's first democratically elected
  11. leader took the podium on Thursday and proceeded to heap buckets
  12. of scorn upon the Congress of People's Deputies, a legislature
  13. populated with Soviet holdovers. Their simmering feud had
  14. finally boiled over. He blasted the body for "blocking reform,"
  15. for orchestrating a "creeping coup." He accused Deputies of
  16. defiling the Kremlin meeting hall with "the sick ambitions of
  17. failed politicians." Then he called for a referendum to end the
  18. political stalemate. "I am asking the citizens of Russia to make
  19. it clear," he said, addressing the electorate. "Which side are
  20. you on?"

  22.     Yeltsin was furious at the Congress for refusing to
  23. confirm acting Prime Minister Yegor Gaidar, his handpicked
  24. architect of reform. When confronted with a stark choice of
  25. submitting or facing the President at the ballot box, the balky
  26. Deputies under leader Ruslan Khasbulatov became more inclined
  27. to deal. So, on reflection, did Yeltsin. By week's end he had
  28. agreed to submit three candidates for Prime Minister and
  29. modified his referendum. Although a popular vote would still be
  30. Yeltsin's to lose, Russians will not be asked to choose directly
  31. between him and the Congress. Instead, they will determine who
  32. should have more power by voting on a new constitution on April
  33. 11.
