    lLeap()

         Returns a logic indicating if it is a bissextile year

    Syntax:

         lLeap ( dDate ) -> lIsLeap

         dDate : The date to determinate if it is bissextile or not

    Description:

         The format of the _SET_FORMAT do not affects the result.

    Return:

         .T. if it is bissextile and .F. it is not.

    Example:

         ? lLeap ( Date() )
