         Color Subsystem installation check

    Syntax:

         egIsOn() -> lInstall

    Description:

         egIsOn() may be used to know if the effects intenal tables are
         active.

    Return:

         Returns .T. if the tables are active. Otherwise, returns .F.

    Example:

         If egIsOn()
           ? "System is installed"
         EndIf
