         Determines if the Ctrl key is pressed

    Syntax:

         IsCtrl() -> lPress

    Description:

         Determines if the Ctrl key is pressed returning a logic value.

    Return:

         A logic value indicating if is pressed or not.

    Example:

         If IsCtrl()
           Warning ( "Ctrl is down" )
