QST, February 1989, page 9 = Part 96 is not a Plain Language document of the Look, Jane, see Spot run genre, but it is easy to use, because it is well organized. It is considerably shorter than both the old Part 97 and the FCC proposed rewrite, but it is also precise, as a good legal document must be. Our draft Part 96 is not the last word in amateur regulations for the simple reason that our rules, like our service, must continue to evolve. But it provides a solid framework for that evolution through the end of this century, and perhaps beyond. We hope the FCC will accept Part 96 as it has been offered, as a constructive, good faith effort to build upon the work of its own staff - giving us rules we can live with, and live by. - David Sumner, K1ZZ +
