The
Ministry of Education
The Ministry
of Education is a department of the State Council responsible
for the education course and language and character work
of China. Its main responsibilities are:
A. Study out
the policies of education work; draft out relevant laws
and regulations
B. Propose the
education reform and development strategy, and national
education development plan; Study out policies on education
system reform and keys, structure and speed of education
development; instruct and coordinate the execution work.
C. Plan and
manage the education outlay of this department as a whole;
take part in the draft of policies and guidance on the
collection of education outlay, education appropriate
funds, investments on basic facilities for education;
inspect on the collection and use of national education
fund; Manage foreign education aid and load.
D. Put forward
establishing standard, basic teaching standard, basic
teaching files of all kinds of secondary and primary schools;
organize the review of the universal textbooks for secondary
and primary schools; instruct the education and teaching
reform of secondary education and education of lower levels;
organize inspection and evaluation on the prevalence of
nine years' compulsory education and illiterate elimination.
E. Manage the
ordinary higher education, postgraduate education and
higher vocational education, adult
higher education, higher education held by social
force, the self-study test of adult higher education and
continuous education as a whole; study out the establishing
standard of higher education schools; censor and confirm
the establishment, rename, withdrawal and adjustment of
higher education schools; constitute the catalog of subjects
and majors, and basic education and teaching files; instruct
the evaluation and reform of teaching and education work
in higher education schools; take charge of the execution
and coordination of "211 Project".
F. Instruct
and arrange the minority education work; coordinate the
education aid to minority areas.
G. Layout and
instruct the party construction work of higher education
school and the political work, morality education work,
physical education, sanitation and art education work
and the national defense education of all schools.
H. Take charge
of the teacher management work; constitute the qualification
standards for teachers and instruct the execution work;
study out the personnel standard for all kinds of schools;
layout the team construction work of teachers and management
personnel of schools. |
