establish high technique enterprises. With the support
of favorable government policy, universities can establish
high technique enterprises utilizing their technique achievements
and talent advantages. As early as in the 1980's, some
universities had explored an effective approach and system
with Chinese characteristics to transfer technique achievements
to the industrialization in enterprises. The universities
invest technology, manpower, capital and other resources,
shoulder ventures, and distribute personnel to set up
high-tech enterprises. Many famous university-established
enterprises belong to this type, such as Beida Fangzheng,
Tsinghua Ziguang, A Er Pai of Dongbei University.
Thirdly,
develop university technique gardens.
The university technique garden is a form of high-tech
enterprise incubator that relies on universities, especially
research-style universities with a main task to transfer
technology achievements, incubate high-tech enterprises
and cultivate innovating talents. Since the middle of
the 1980's, there have established more than 30 university
technique gardens. It is estimated that in the year of
2005 there will be more than 50 university technique gardens.
According to the statistics on 22 national university
technique gardens in 2001, there were 2778 enterprises
under incubation with 68407 employees. There were developed
4813 new products with independent talent property rights,
among which were there 2191 national key products. The
university technique garden is developing into a new convergence
of high-tech resources, and has made great contribution
to the development of national economy. |
