to enhance the taste and level of sports activity and develop our sports activity to meet the international level.
       Those activities can give students the opportunity to develop themselves through abundant activities, expand the campaign space for students, increase the developing opportunity for the students' character, and enhance the general quality level of students. Meanwhile, those activities are also helpful for the thinking and morality education, the development of sports skills and sports knowledge, and the art and music education so as to reach the all-around development of mind and body. That's also the meaning of the cultural and sports activities holding among junior and high school students.
       For a long period, the phenomenon of lacking after-school activity sites for students is very serious in the whole country, especially in the middle and western areas. At present, there are about 240 million students in China, while there are only about ten thousand activity sites for them, which are far from sufficient. So the country has decided to established after-school activity sites for students in all counties with a population of over 100 thousand during the 10th Five-Year Plan (2001-2005).
       At the same time, the country will also fund to establish above 1000 after-school activity sites in the middle and western areas. It has been proposed in the working meeting of National Juvenile After-school Education Union in February 2002 that for further expedition of the after-school activity sites for juvenile students, the relevant national departments planned to collect 600 million and 700 million Yuan in the year of 2001 and 2002 respectively, and collect 700 million Yuan annually from 2002 to 2005 in order to fund this project. Besides, the local governments will also establish more than 500 activity sites.
