The State supports and encourages establishment of non-governmental schools. Here is a panoramic view of the Jiangsu Guanghua Private School.        This refers to participation in the running of schools by enterprises and institutions with a legal person status, non-Communist parties, social bodies, collective economic entities, academic circles and authorized individuals. Schools run by social circles have a prefix in Chinese called Minban (non-government-run) (community-hired), or "people-run," and they range from Minban (non-government-run)institutions of higher Rural female teachers.learning, Minban (non-government-run)primary and secondary schools, to Minban (non-government-run)kindergartens and various kinds of Minban (non-government-run)training schools. Minban (non-government-run)educational institutions (excluding short-term training institutions) have the following investment modes:
       The mode of Minban (non-government-run)with government aid. A number of poorly-run public schools
   "Camps" set up at Beijing Railway Station to greet new students of new-born non-governmental universities. have tried this mode. The government gives such schools more decision-making powers and allows social circles to run them. Some primary and secondary schools in Beijing and Shanghai apply this mode.
       The equity investment mode. This refers to the establishment of schools with multi-channel, multi-form non-governmental investment, including establishment of schools by enterprises and rich individuals and by scholars with pooled funds. This mode is commonly found in economically developed coastal areas in southeast China.
       Education deposit mode. At a student's enrollment, a school collects a high deposit from his or her parents. The interest on, or incomes from, the deposit is used to cover the expenses of the school. When the student graduates or leaves the school, the school returns the full amount of the deposit to the parents. This mode is usually found in the Pearl River Delta area in Guangdong, south China.
