        "211 Project" was initiated by the Ministry of Education in 1997. The content of this project is to construct around 100 universities and a group of higher education subjects for the 21st century. It is also the biggest scale construction engineering in the higher education field approved by the China government. The "211Project" have approved the items of 99 universities (later 8 universities were adjusted or compounded, so the actual number was 91). Among them there were 57 subsidiary universities and colleges of the Ministry of Education, 11 subsidiary universities and colleges of the Central departments and committees, 20 provincial universities and colleges and 3 military universities and colleges. There were 602 key subject construction projects listed in the agenda. The percentages of the science and research capital, the value of instruments and facilities, and the book store volume of the "211 Project" in those of the universities in the whole country are respectively 72 percent, 54 percent, 31 percent. The student numbers of doctor graduates, master graduates and undergraduates respectively amount for 84 percent, 69 percent and 32 percent of the total numbers of all the universities. The numbers of national key labs and national key subjects of the "211 Project" account for 96 percent and 88 percent of the total respectively. The target and task of the second phase of "211 Project" is to continue the key subject construction and develop part of them close to world advanced level; to establish a key subject system with reasonable layout and structure of higher education in China; to improve the fundamental teaching and research conditions of part of universities that aggregates most of key subjects; develop the universities into the important bases for the cultivation of advanced innovation talents, the production of high-tech achievements, the transfer of high-tech achievements and the development of high-tech industry; to speed up the construction of higher education computer networks, digital libraries, large-scale instruments and facilities, the graduates education and teaching resource share and other public service systems so as to improve the information environment, technical methods and overall schooling conditions for higher education in China.
