"2049 Plan" indicated the National Science Quality Action Plan. It will last for 50 years. The goal of this Action Plan is to enhance the scientific quality of civilians above 18 years old to a certain standard till 2049. This plan will let civilians to understand necessary science knowledge, and learn to judge and deal with all kinds of affairs with scientific attitude and methods. It includes three aspects: scientific concepts and science knowledge; scientific spirit and worldview; science discovery ability and technical operating ability. The main channel of civilian science quality education is the fundamental education of primary and high school. The vocational education, adult education, continuous education and other various teaching methods and the publicizing of social science education facing leading cadres of the party and governments, civil servants, juveniles, employees, rural and urban residents are auxiliary channels.
