  This function destroys the accelerator table associated with handle
hAccel. If hAccel is the current accelerator table, then the current
accelerator table will be NULL.

Paramters
  hAccel is the handle of the accelerator table to destroy.

Returns
  TRUE if hAccel is a valid handle, FALSE if not.
