LB_SETTOPINDEX

  This message sets the item which appears at the top row of the listbox.

Parameters
  wParam is the 0-based index of the item which should appear at the top of
   the listbox.
  lParam is not used.

Returns
  The 0-based index of the item at the top of the listbox if successful, or
LB_ERR if  wParam  was  greater  than  the  number  of  currently  defined
listbox  items.
