When you reduce an image for printing, the printer driver will interpolate the image to determine how pixels are to be deleted. The interpolation process does not work well with certain images and the edges of objects become destroyed or jagged.

In this case, use the image editing software to reduce the image to the intended size, then print it.

Adobe Photoshop automatically adjusts the quality of an image when it is reduced.
