An electrical engineer from Buffalo, New York, MacArthur joined the United States Air Service in 1917. On 17 July 1918, he scored his fifth victory and became the 27th Pursuit Squadron's first ace. Three days later, MacArthur and two other pilots were lost when his patrol encountered a storm.
