This option allows masters and owners to set options on and off.  Some options are:
.set bitch 1/0 - sets bitch mode on or off
.set files 1/0 - sets fileserver on or off
.set kill 1/0 - sets the kill server on or off
USAGE: .set <command> 0/1 where 0=off and 1=on
