Japan's Police Propose Anti-Hacker Guidelines 09/05/97 TOKYO, JAPAN, 1997 SEP 5 (NB) -- By Martyn Williams. The National Police Agency (NPA) in Japan has drafted a set of guidelines intended to help computer systems operators fight off hackers. The guidelines, which will be published shortly, come at a time when an increasing amount of computer crime is being reported in Japan. In the first six months of 1997, a total of 946 cases involving hacking were reported to the NPA, up 25 percent on crimes reported in the first six months of last year. Issues tackled in the recommendations include password hacking, so-called cyber-terrorism and computer viruses. The NPA advises systems-administrators to change passwords frequently, encode data to prevent eavesdropping and install systems design to thwart would-be hackers, such as firewalls.
