Check the connection to your Internet service provider
Try these steps as appropriate:
Establish the connection to your Internet service provider (ISP) before attempting to view or download messages.
If you use a modem: On the desktop, double-click My Computer, double-click the Dial-Up Networking folder, double-click the icon that represents your ISP, and then check your connection settings.
If you use a local area network (LAN) or proxy server connections: See your network administrator.

If you suspect that there is something wrong with your modem, look up "If you have trouble using your modem" in the Troubleshooting section of the Windows Help Contents.
