Determines whether the WINS server initializes its database.

If the value of this entry is 1, the WINS server initializes its database when the WINS process is started and whenever a value in the WINS\Parameters subkey or the WINS\Parameters\Datafiles subkey changes (unless the change is to set the value of DoStaticDataInit to 0). The database is initialized by using records specified in the WINS\Parameters\Datafiles subkey.
