My picture isn't animated
Microsoft Publisher does not display animation when you add an animated picture to a Web page. You see the animation when you preview your Web page in a browser.
If your picture is not animated in the browser, it might be due to the following causes:
The quality of my graphic is poor
If you inserted a JPEG file in your publication and it is part of a group of overlapping objects, Microsoft Publisher exports the graphic by using the GIF file format, which can reduce the quality of the graphic. To keep the file in the JPEG format when you save your Web publication, rearrange your graphic so it doesn't overlap anything.
