Every Microsoft Publisher publication includes a Master page, or background layer, that appears behind every page. To repeat text, objects, and other formatting effects on every page of your publication, you'll want to place them on the Master page.
This procedure creates two Master pages, one that will serve as the background page for the left pages of your publication and one for the right pages.
On the View menu, click Master Page.
Make sure that the Two-Page Spread option is not selected, as you will need to work first on a single Master Page.
On the Master Page, add the text and pictures that you want repeated throughout your publication.
You will see two Master pages, formatted so that they mirror each other.
