It's much better than practicing with a regular metronome. You can play on any key of the computer keyboard or on a Midi instrument. Commonly we consider the beat as a quarter note, so each division on the screen will be a 1/32. For each played note you can see how far it is from the original pulse, so you can adjust your speed accordingly. It starts with 4 beats according to the tempo selected, and then you have to continue playing straight notes looking at the scale and trying to hit the center(green light). Or you can practice also changes from quarters to eighths or sixteenths, staying in tempo. To develop that inside feel of correct timing (necessary especially for drummers), you should select a slow tempo. For instance try tempo = 30, which means one beat every 2 seconds. IMPORTANT! This program should be in the same directory with EarPower, since they share a couple of files.
