The following is the first line of a MODEM.CFG which works well for establishing a modem link between my Bocamodem 14.4 and a friend who also has a Boca 14.4:

AT&Q6N0S37=9&K0

We both substituted this line for the line that is there originally.  We couldn't connect till we used this string.  Hope this helps!
