blizzppc.device isnt an external file, its built into the card via flashrom software.
i dont use cli, but rarther via icon, but it could be the same ;)
set vcdunit=n (= being unit num)
and vcddevice=blizzppc.device
also when you open a file enter "videocd" in the file requestor. That should help.
Also try Amp2 from http://www.amidog.com/amp/ I find it works better, at least at the moment :)
