It means their servers and/or network are overloaded. An ISP should be
able to deliver data at whatever speed your connection is capable of
handling. Any less means they don't have enough capacity for the number
of users.

Downloads from outside of the ISP's network are also subject to other
factors, like server speeds and the connections between them and the
ISP. The ISP can sometime improve the latter, by having decent
connection to various parts of the Internet, but can do nothing about
the former.
