ideally all of the OS would still be on chip with the Amiga. things
evolve though.

the Palms and Handsprings have OS built into chip. as do all the
convergence devices (cable boxes, MP3 players etc)

unless you have FlashROM though, you are limited to what you bought out of
the box. eg the Handsprings cant be upgraded (the Palms can be) you have
to buy new Amiga ROMs (or use some ROM patch tool) etc
