Introduction

Rather than describing the ideal reuse tools and environment, this year's tools and environments working group looked at the barriers to institutionalizing a reuse program that are caused and/or supported by current tools and environments.

With that focus, the goals of the group were to:

  1. Not create requirements for a library tool.
  2. Uncover barriers.
  3. Identify metrics that support tools/environments.
  4. Identify how a reuse environment differs from a software development environment.
  5. Identify requirements for non-library tools.

The group deliberately ignored libraries since there is a lot of existing research data in this area and there are working libraries.

After a brainstorming session drawing on the experiences of the members, the list of barriers were grouped into the following broad categories:

  1. Adaptation
  2. Education
  3. Cost
  4. Metrics
  5. Standards
  6. Management
