This position paper describes approaches to introducing software
reuse as an ingrained part of software development for the
Virtual Machine / Enterprise Systems Architecture (VM/ESA) operating
system and related products at the Endicott Programming Laboratory
(EPL). We discuss the major inhibitors and how to overcome them.
Our approach is to motivate software developers
to participate without making large investments
in time and effort, and to measure reuse in a simple, useful, and
comprehensive way.
