The DoD efforts in software reuse have a tendency to support the concept that
reuse can only be successful in large projects with well-defined domains and
software processes. This implies also that the projects must be well-financed
and visible. The STSC contends that this unnecessarily leaves a significant
portion of the DoD software community out of the reuse technology.
