Rather than "terraforming" the Moon, we'd like to build a closed-loop life support system probably underground with a farming and lake section above ground, but divided into several smaller sections that could be sealed off in case of the high incidence of meteorite hits. (* However, you can develop your own Moon colony all above ground or any way you wish * PROVIDED that you can justify the safety and cost effectiveness of your plan. (*Remember, several countries have to approve any plan that requires more than 10 billion dollars to build.)
(*Caution: Please factor in the possibility of frequent meteorites, the extreme heat/ cold Moon climate, and necessity for preserving mined oxygen and all waste materials.)
