Timelords and Assistants

While Tardis is intended to be a pretty open environment, certain individuals have to be charged with administrative responsibility. Tardis is run by a group of volunteers who are spread through the country. Traditionally, we've had a two-tier system, separating the Timelords and the Assistants. Both groups share responsibilities for dealing with both political and technical issues around the service, but the Timelords deal more with the strategic issues and the Assistants more with the day-to-day technical ones.
