Document Types

Reports are the principal documentation of formal assessment projects. OTA Reports are analyses with major policy content. They are submitted to the Technology Assessment Board for review prior to release. Major policy content includes not only policy options, but also conclusions that are virtually indistinguishable from policy options, and significant analysis directly relevant to policy alternatives. The Technology Assessment Board has the opportunity to review Reports before release but this does not necessarily imply endorsement of the results by the Board or its individual members.

Background Papers are analyses without major policy content. A Background Paper presents information that generally stems from, or supplements, OTA assessments, covers a specific topic not immediately related to an assessment, or is an outcome of internal exploratory planning and evaluation.
