B. Preston Rich


Preston Rich is FinanceNet's Executive Director at the National Science Foundation and Co-Chair of the 100+ member FinanceNet Core Team at Vice President Gore's Office of the National Performance Review (NPR). Before coming to the National Science Foundation (NSF), and before a short stint at Treasury in internal controls, Preston had been Chief Financial Officer, then Chief Executive Officer of CMI Corporation, an international financial services company. CMI Corporation was one of the largest of the world players and fund managers in the burgeoning financial derivatives trading markets (i.e. equity and debt futures, options and swaps) before the company was sold in 1990. The company also syndicated securities investment advisory services to major Wall Street investment banking firms. Preston also bought, developed and sold small and medium sized companies in the financial services industry.

Preston serves on the Federal Accounting Standards Advisory Board's Capital Expenditures Task Force, has chaired subcommittees on the the Chief Financial Officers Council Operations Group and currently chairs the Communications Committee of the Federal Financial Managers Council.

Joining NSF as a special assistant to the Deputy CFO in 1991, Preston produced parts of the statutory report to OMB and Congress on the progress of the CFO Act for the CFO Council Operations Group. He now serves as NSF's Branch Chief for Accounting Operations.

Attending Duke and Loyola Universities, Preston holds both BA and MBA degrees. He has completed most of the Chartered Financial Analyst (CFA) program, has been a registered Commodity Trading Advisor, fund manager and securities analyst, a member of the American Federation of Financial Analysts, the National Association of Futures Trading Advisors and the Association of Government Accountants. He has authored numerous articles and several texts on financial management and securities, futures and options analysis.

Preston is the national chair of an Oratory Contest for U.S. secondary school students for the Sons of the American Revolution and participates actively in civic and community affairs in both Baltimore and Washington, D.C.
