Linda Hoogeveen App


Linda Hoogeveen App, CPA, is a Co-Chair of the FinanceNet Core Team that steers the activities of FinanceNet . She spent the spring and summer of 1993 working full time on Vice President Gore's National Performance review, serving on the Financial Management Team and writing recommendations for improvements in Federal financial management policies and practices. Ms. App is a policy analyst in the Office of Federal Financial Management of the Office of Management and Budget (OMB).

She serves on the Federal Accounting Standards Advisory Board's (FASAB) Revenue Recognition Task Force to develop revenue accounting standards for the Federal government. She also has responsibility for several OMB cost circulars, and chairs the Federal Interagency Real Property Appraisal Committee (FIRPAC).

Ms. App has served in Special Assistant positions at the U.S. Department of Commerce in the Economic Development and Technology Administrations.

Ms. App came to government from the private sector where she was in banking and public accounting. In the banking industry for seven years, she was a Branch Manager and most recently served as Vice President of Commercial and Real Estate Credit Administration for the central Florida region of a leading statewide bank. She also spent two years as an auditor with a big six international public accounting firm, and has held a CPA certification since 1984.

Ms. App has MBA and BBA degrees from the University of North Florida, where se also served on the Alumni Board of Directors. She authored the "Lending Analysis" chapter of the _Handbook of Financial Management for Banks_ published in 1988, and articles on commercial banking. She has also served as the Treasurer for several not-for-profit organizations, including Hannah House Women's Shelter in Washington, D.C. She is a member of the Florida, D.C., and American Institutes of Certified Public Accountants and the Association of Government Accountants (AGA). She serves on the AGA 1995 Professional Development Conference Committee.
