OSM Spectrum Plans & Policies

The Director, Spectrum Plans and Policies (SP&P), supervises two basic types of activities: International activities and domestic activities:

• Develop policy regarding use of the radio spectrum by the Federal agencies.
• Improve Government spectrum management and use by improving the skills of spectrum management personnel through training and career development.
• Determine, on a national level, future spectrum requirements; and plan for the near- and long-term satisfaction of both Government and private sector spectrum requirements.
• Publish and update the Long Range Plan for the Management and Use of the Radio Spectrum.
• Publish and maintain the War Emergency Readiness Plan for the Use of the Radio Spectrum.
• Coordinate and develop the Government's contribution to U.S. proposals and positions for international spectrum management meetings and participate in the meetings as required.
• Provide technical support for, participate in and implement results of International Telecommunciation Union (ITU) radio conferences.
• Initiate and conduct scientific and technical cooperation in the field of spectrum management with foreign countries.
• Provide leadership on various IRAC and Ad Hoc groups to develop policies, procedures and regulations for the use of the Federal Spectrum.
• Participate with other agencies in formulating and advocating plans and policies to improve the nation's emergency communications response posture, and to ensure that information is adequately protected during electronic processing and transmission.
• Develop, implement, and administer the necessary ADP capability so as to provide access electronically (Bulletin board) or physically (reference library) by the private or government sector information on various Federal government spectrum management activities.
• Develop an outreach program to involve the private sector involved in spectrum management and radiocommunication technology in the Openness Program.
