PAL Procedure Libraries

In a fashion very similar to that of C, PAL allows the writing
of procedures and their collection into libraries.  Procedures
residing in a library are preparsed, and are stored in a compact,
tokenized form.  The author explains the creation and use of PAL
procedures and libraries with frequent comparisons to C.
