The new constitution went into effect in the year 1947 and replaced the old Meiji constitution from 1889. The major changes were:
  • The complete division of the three powers legislature, executive and judiciary.
  • The emperor is only the symbol of the state without any effective governmental power.
  • Sovereign power lies with the people.
  • The prohibition of leading war or maintaining an army.
  • The guarantee of human rights.
