"The story was published in Omni several years back. (I may be wrong on the magazine, though.) The lead character was a mind-jumper, but found the gift to be more of a curse, since he didn't have much control over how intense the jumps were, and could easily be swamped by someone else's train of thought. He encounters someone like the villain in Fallen, a psychopath who jumps into other people to commit gruesome murders. The psycho frames him, and then takes up with the love interest, on whom the lead has had a crush but has never advanced (he's black, she's white).
