: One should also consider the ratio of emissions to GDP instead of only emissions to population. North American countries are not out of line on this basis

Yes but we all have a responsibility to work together on this don't we? According to some estimates (Friends of the Earth UK) achieving a "safe" temperature rise of only 1 degree Centigrade requires us to cut world emmissions in half! We need all the help we can get at cutting emmissions, and the US could make a big, big difference!
