Webniac is a multilingual MDI (Multiple Document 
Interface)  published under GNU’s GPL. Webniac is
designed for webpage development and have features
like syntax highlighting, table construct, CSS 
generator etc. Webniac also has all the  fundamental
editor functionalities like: Cut, Copy, Paste, File 
Open, Save etc.

Notice that Webniac isn’t WYSIWYG  (What You See Is 
What You Get) editor, so  skill in HTML is required.
